The issues are that Serbia can sign agreements but the Serbs in Kosovo keep the parallel institutions not Serbia and even if Serbia said they wouldn't fund them Serbs would set up their own anyway.

Luke, stay by the subject. It is not about Germans but about people in the Balkans. And about payback do you have a problem with it?

Anna

What kind of the deal is possible in situations where the Serbian side is blackmailed by entry into the EU and Albania in a position to reject any Serbian proposal?

Now would you like to stake your Albanian life on this happening? As I said before so many times you guys keep on saying “it’s now it’s now”, but it never happens. Serbia will never join the EU and the EU has run out of cash so no sugar to coat pills. They have agreed to NOTHING at all.
You Albanians are just like your brother’s the Croats; waiting on that mother load to come home and think that all youre worries are over when the EU opens its treasury. Well it is not going to happen.
At best Kosovo will be like Cyprus. If the west did not force Serbia to recognize Kosovo in the early days when the money was plenty it certainly does not have the strength to do that now. All that is happening is Serbian politicians taking EU cash for singing praises of joining the EU then they will dump it. Catherine Ashton is not capable of tying her own shoe laces – she is equal opportunity promoted EU official.

Well, they learned from the serbs. After the cleansing practiced by the serbs they do their own cleansing. It is payback time."

Clear extreme right-wing propaganda. But there was something before 1945 where Germans has shown the whole world what is "cleansing". And there was also a SS-unit "Skanderberg", not to forget. "Joe" sounds very German and extreme right-wing.

" I do not really understand why these talks are taking place?"
(EA, 4 March 2013 19:36)

Simple: Because unlike people in Serbia who think 'Kosovo is Serbia' and unlike Albanians who live in the illusion that 'Kosovo is an independent state', the EU knows that the Kosovo issue has to be solved and a sustainable solution has to be found, thus the are 'sponsoring' the dialogue.

If the Kosovo "army" or police can go into the Serbian municipality it doesn't matter if they have executive power because with the military power they can overthrow the Serbs if they declare independence or something. I thought the ahtisaari plan had executive power anyway! This is even Belgrade recognizing the independence of Kosovo if Serbs have executive power within Kosovo.

The agreement will be signed one day before the EU gives the date for the starting of the talks to Serbia. So as not to give time to anybody in Serbia to protest and have the nice announcement about the EU immediately after. Kind of like when one swallows a bitter pill immediately followed by copious amounts of honey. The pill itself will also be sugarcoated by all sides so it will be hard to tell what kind of pill it is. Until then all these meetings are just for show.

Based on your logic (which is so characterestic to old degenerated nazis) hungarians should have been totally cleansed some hundreds years ago.But who knows earlier or later a delayed payback time may come.

"... western diplomats see the danger of creating a separate entity modeled after the RS in Bosnia."

Can someone with a bit of brain argue the above?

Bear in mind that the "local" Serb leaders have declared that they do not want to be integrated in Kosovo system. Serbia has declared that the do not want to recognise formally Kosovo independence. I do not really understand why these talks are taking place?

@Joe...

That is an oversimplified and unarticulated point of view concerning inter-ethnic relations. You assume that Serbs are solely guilty of ethnic cleansing, yet Serbia is still the most muli-ethnic country in the Balkans.

Wes

pre 11 godina

Yeah , but look what is happening today in Croatia and kosovo without legal protections. No mas. And the US and EU have lost all credibility. They do nothing about the ethnic cleansing against serbs happening today.
