There are a couple of problems with your noble suggestions. First, land cannot vote, so first case closed. Second, the vast majority of the world populating has no idea what and/or where Serbia or Kosovo are, and so second case closed, as well. Sorry mate, I know that for Serbs and Albanians the Sun revolves around Serbia and Kosovo, but the world has more important things to care about.
If you read wikileaks document about Kosova you can read that Kosova will not bee divided and serbian structures and Belgrade has to leave Kosovo as Millosevic agreed to after loosing the war 1999. Nato was close many times acording to wikileaks to take controll by force themselves or allowing the Kosova goverment to take full controll, they later agreed to give talks a try for the sake of kosova serbs living in Kosova, later if Belgrade dont leave Kosova alone force will bee used again agains Belgrade. u can read wilkileaks
