"some progress" means only that Belgrade is moving towards the hard conditions of the EU/US on behalf of their Albanian friends...the Serb plans like all the others in the past are only good for the waste...all real great deals in international relations (among them also the Germany related ones)are based on very clear positions of all sides...all constructions of Serbia are based on the fact that Serbia has no elite and the so-called "elite" have no strategy, no real targets, no national-related interest which they protect...the German-German basic treaty is short with ten small articles..all great deals are short: the basic for the German-german-treaty is the Moscow treaty with only five articles ( and so the so-called Warsaw treaty) and the Quadripartite-agreement over (West)-Berlin is also very short. But the contents were very stron, reral experts were working over years to finalize these important treaties. With the EI as factor "between" (but in fact together with the Albanians, there is no outcome of these talks now what leads to a stable agreement, we can see now that the interpretation from EU/Kosovo differs from this what Dacic & Co are trying to say to the Serb people...at the end neither the Serb people nor the EU plus Albanians will trust Serbia more as today, Dacic has seen yesterday Thaci from 11:30 till 16:00with such a "work-ehtos" Serbia cannot solve historic problems...and the Albanians must only wait for Serbias capitulation step by step

"Why is Kosovo negotiating if its independent? What is it hoping to gain? More independence?"
(Mark, 20 February 2013 20:23)
For the same reasons why Serbia is negotiating: Because they were 'invited' (read: forced) by the EU, Serbia want into the EU, and Kosovo cannot even live without international donors/sponsors.

"Looks to me that this issue is still an open one and will not be over until there is a muteral agreement. "
(Mark, 20 February 2013 20:23)
Yes, though both sides try tell to the public that nothing is open, they either keep the illusion that 'Kosovo is Serbia' or 'Kosovo is an independent state', though, regariding the facts, it's clear that Kosovo fulfills perfectly the status of a disputed territory.

Belgrade is stalling for the EU date:

Strategy X: Kosovo is a province and the parallel structures are legitimate
Strategy Y: Parellel structures are illegitimate and we will not replace until we come to an agreement with Pristina...BUT in the mean time we will disagree with Pristina until the talks fail

Notice how he says, "Date would help" and failure to receive date: (...) while failure to obtain the date could “kill the dialogue” with Pristina.

Well Daciq I have news for you...NO DATE for you until you stop funding hooligans and "businessmen". NO DATE until the constitutional court of Serbia weighs on agreements reached.

The parallel must go, no not transformed into some sort of hybrid; go as in, buh bye!!

A new day

I was not trying to put Kosovo down by suggesting the obvious. Pristina is not yet ready to run its own affairs. Domesticly it hasn't shown maturity to take care of everyday problems in a society. Saying that the Eu is negotiating for the albanian side is not a good thing, if you ask me. Should there be an honest agreement between Kosovo serbs and albanian who should negotiate about that if not they themselves? Are they ready? Hell no! Both serbs and albanians are quite unwilling to give up on their demands. Main reason for that is that they have been divided by foreign powers. Not by force but by not being ready to honestly face one another with realistic sollitions and sacrifices. That is why Eu meditation is required, to find some sort of solution neither of them really wan't. The main problem is that both claim Kosovo for themselves and not something that belonges to them both.

Everyone knows the serbians are really negotiating directly with the Eu.
(Mark, 20 February 2013 20:23)
Your desperation to put Kosovo down is really showing. One can just as easily ask the following questions.
If Kosovo is Serbia Why is Serbia negotiating with the Pristina govt over rights for Serbs in Kosovo?
Everyone knows that the Serbs are negotiating on issues already decided on between Pristina and Brussels.
Why is Serbia negotiating as they are going to accept what the EU dictates or they are not going to get into the EU. (And as some will quickly say here so what, Serbia does not really want in the EU, well guess what the people actually making the decisions want it so bad they will sacrifice anything)
Finally as has been said by most politicians in Serbia they are trying to salvage what they can, meaning the acceptance of the loss of Kosovo is there.
Now are any of the statements you or I made 100% right or wrong? No, but somewhere in the middle.

Dacic is nothing more than the eu recognized negotiator for Kosovo Serbs. The eu has turned dacic into what milosevic was for Bosnian Serbs. This is what vulin just said and goes with dacic strong view that all sovereignty over any part of Kosovo is "dead letter". Albanians are not negotiating with Serbia mostly just kosovo Serbs through Belgrade/ Belgrade has recognized Kosovo independence but Serbs in Kosovo need Belgrade to tell them to look to pristina/ harder to do because there's nothing as stroganoff as the Serbian republic of Bosnia in Kosovo.

Rocky, I hope that long meal of yours does not give you diarrhea. Dacic said there will be no dismantling of current institutions until we see what will replace them. He did not say Albanian ones can take there place. Why do you always jump the gun, and see or hear somethings that did not occur? It's bad for your digestion, amigo, oops, what was that sound?.

Because Mark, most of politics is for show. That is how politicians get their messages across to the public, and sugar coat things as much as possible. If C. Ashton came out and said, "we in the EU are sick and tired of these two backwater crapholes in the Balkans, that have caused us more expense and time they are worth, will obey what we demand, or we will make their lives a living hell", does not have the same ring as, "progress has been made between the PMs of KiM and Serbia", blah, blah, blah. The world's powers have dictated to the Balkans for centuries, it is no different today. It would be nice if they made their minds up for once, and allow the peoples of the Balkans to live in peace and stability for more than 100 years.

The key words are right in front of your face, oh mighty Serbia!!! You Serbs, were all told that those illegal institutions would come down at the end of it all! There you have it, by your own elected leader "leaders".. You will fall into line Serbia, maybe slowly, but surely! The discussion focused solely on the association of Serb municipalities, and all other issues are less important compared to that, he stated.

But, the most important thing is that no longer you can say that" Kosova is Serbija. That is a big progress on Serb side.
