Then the "citizens" better be prepared to be disappointed, because that statement tells that Serbia is not capable to fulfill the criteria.

Well if the serbian citizens have a say on this matter with a referendum Serbia will never join the EU.
I hate to see serbian officials begging for a good word by their german counterparts while all they get is vague promises about some date and more blackmail on the Kosovo issue this time which they will be asked to renounce. They have already handed out their war heroes (they have every right to consider them as such), they've got absolutely nothing in return and they insist on an obviously dead-end path ignoring the majority of the people who oppose Serbia's european way. This is so humiliating that it has to stop.

What exactly have the citizens done or not done to 'deserve' a date for the start of talks? This is a matter between the government and the European Commission (and member states). The citizens haven't been asked what they think, other than by opinion pollsters, and won't get a direct say for years. This sounds a bit desperate from this lady. "If you don't want to give it to us, the politicians, think of the poor citizens". Take my word, Serbs are robust enough to deal with whatever gets thrown their way.
