And what about the freedom of movement for Serbs across administrative line? Why can't they move freely back and forth?

First of all, there is not such a thing called "administrative line" between Serbia and Kosovo.

Second, Albanians, Serbs and everybody else are free to move across the boundary in line with UNMIK regulations.

If you question is why they do have to obey UNMIK regulations, the answer is because Russia has said so via UNSCR 1244.

"Zvečan Mayor Dragiša Milović talked to KFOR commanders who told him that they respected peaceful protests but that they believed that barricades could not be constantly placed on the roads.

Milović told Beta news agency that KFOR’s operation was “shameful, unfathomable and a real demonstration of force”.

“Traffic in Zvečan was blocked for almost three and a half hours and the reason for that was the removal of blocks in Rudare, according to a U.S. KFOR lieutenant,” he said and noted that “there was no reason to use that many troops and so much force and deprive citizens of their freedom of movement because of the operation”."

This Dragiša guy defies logic... According to him a barricade blocking a road for days DOES NOT deprive citizens of their freedom of movement, but the operation of few hours to remove that barricade which blocked the road DOES deprive citizens of their freedom of movement!!!

But it's not the role of KFOR or EULEX to provide taxi service for some Albanian custom officers, is it?

It is the role of KFOR and EULEX to make sure that UNMIK regulations in regards to the collection of customs duties are enforced. Anyway, if anybody has complains, feel free to go to the UNSC which can certainly order KFOR to stay within their mandate if it is true that they exceeded it.

This is what is wrong with North Kosovo and why the international community pretty much turns a deaf ear when they cry foul. Yesterday at the protest they said they expected adherence to UNSC1244, then they have these barricades and they complain about Kfor not living up to their mandate by removing them.
But as plain as can be made 9h of UNSC1244 states it is the role of Kfor to insure freedom of movement for itself and the civilian presence(EULEX).
