Serbs go to a meeting and everyone understands with the exception of the Serbs. Then they have to have 40 meetings to clarify what was said in the first meeting.
Customs are to be collected at the gates
These customs go into a special fund
Money is then distributed for infrastructure in the northern region
All decisions on spending the money is between the Serb rep and the Albanian rep appointed to oversee the fund.
If there is a disagreement on how funds are distributed then the EU rep will cast a vote.
