"He called on the officials of the four municipalities to be united and pointed out that Kosovo was a single area in terms of customs, according to the Central European Free Trade Agreement, and that rules that followed UN Security Council Resolution 1244 were implemented at crossings"

This statement by Pantic sums it up very well. North Kosovo Serbs are trying to meet with the wrong person. There is not much that Tomislav, Pantic, Serbia's Constitutional Court, God, Hashim, etc. can do about it. They are all bound by UNSCR 1244 which is Kosovo's supreme Law, above all other laws there. North Kosovo Serbs should ask for a meeting with the UNSC (I'm sure Vuk will be happy to help them in that regard) in order to convince the UNSC to change UNSCR 1244 and exclude North Kosovo from being subject to UNSCR 1244. As soon as that's done, North Kosovo Serbs can rest assured that nobody (Serbs or Albanians) will be required to pay customs duties at the boundary crossings between North Kosovo and Serbia.
