My word, did we just agree to self fund northern Kosovo? Looks like autonomy within a semi-sovereign international protectorate is all but guaranteed :)

I think Albanians are mixing a country and a custom zone terms. Kosovo is not a country but a separate custom zone within a country of Serbia. There are lots of other countries with separate custom zones within their borders.
(Teslavio, 18 January 2013 15:06)

Thanks Teslavio... Finally some Serbs are starting to understand what we've been saying for a long time. The collection of the customs duties at the boundary crossings has nothing to do with Kosovo being a country or not. That has been mandatory since 1999 per UNMIK regulations, long before Kosovo's declaration of independence. That's why I've never understood the big fuss from the North Kosovo Serbs.

""We agreed that the money from customs would go to a special fund formed under the auspices of the EU, which would be used for the development of municipalities in northern Kosovo," he told reporters after a meeting with Ashton and Thaci that lasted over five hours."

This makes sense since it's fully in accordance with UNMIK regulations which mandate that customs duties be collected at the boundary crossings for goods destined to Kosovo and I'm sure that, Serbs, as great fans of UNMIK, will fully support this.

You have heard about customs being collected in the north being at least partly distributed in the northern enclaves for development etc. You just may not remember. I have to say this quietly because it is now the new plan that Serbia is "forcing" on the Albanians. Are you ready? It is a major component of the Ahtisaari Plan. Just like the special status for Serbian communities, etc. So protest loudly so that the Serb govt can continue to deceive the Serbs into thinking they are winning by making the Albanians to accept THEIR terms that they created.
Part of IBM was that EULEX for the time would collect customs, then turned over to Pristina and then distributed.

I think it is "Awesome" (American word) that they have to pay tax in the first place when moving goods between Kosovo and Serbia. Yet no tax is paid when goods move between Kosovo and her other neighbours Montenegro, Albania and Macedonia due to free trade agreements. Serbia's free trade agreement with Kosovo is limited and only applies when the goods are intended for Northern Kosovo and are under the combined weight of 3 tonnes (including the weight of the vehicle) and this doesn't apply to excise goods such as alcohol, tobacco, pharmaceuticals and fuel ect.

And don't worry Ari because Serbia exports loads of goods to Kosovo and only a minority of it is intended for North Kosovo, the rest will be going to the rest of Kosovo and Serbian business will be paying taxes to Pristina. This new customs deal re tax only goes towards financing the Northern municipalities when tax is been paid on Excise goods intended for Northern Kosovo and when tax is paid for on goods intended for Northern Kosovo when the combined weight is over 3 tonnes (including the weight of the vehicle). The rest of the tax (the vast majority of the tax) collected at the two border points in the North will go to Pristina. All tax collected in the 2 border points in the east also goes straight to Pristina.

However Montenegro, Albania and Macedonia don't have any of these problems. They don't pay any tax and they don't have any weight restrictions... unlike Serbia.

For the sake of peace this temporary solution is acceptable. 3,5t cars, which are allowed to pass Jarinje and Brnjak, pay customs in a EU controlled fonds. This is anyway a tiny share and just to make sure that there is no economic advantage of untaxed goods. The decisive border point is Merdare allowing full-sized 40t trucks and there they pay the tax which goes to Republic of Kosovo.

Akim

So economic decentralization essentially. Awesome, this is even better than paying tributes to Belgrade. Personally, I think all of Serbia should be economically decentralized so taxes do not go to fat cats in Belgrade.

But what's important here is nothing is paid to Pristina. Expect Thaci to get ripped a new one by the even more extremists when he returns to the drug induced Islamist stronghold.

However Dhaciq should be arrested for even referring to the democratically elected institutions of Northern Kosovo i Metohija as "parallel" (if in fact that is what he is referring to). Because the only parallel institutions in Kosovo i Metohija are the ones in Pristina.

I'm sorry I haven't been here lately, I clearly don't have as much free time as you do. And this whole me making friends with cyber-Albanians isn't working, I don't think they like me; but I'm glad you do ;)
(Ian, UK, 18 January 2013 13:07)

Oh you've been reading everyday. You just choose not to appear when terrorists attack (and call for attacks) because it doesn't fit our sick and twisted discourse regarding the Balkans. Your smart enough to see some of the most primitive human beings are the Albanians who post on this forum and yet you choose to side with them day after day (except when the news lineup consists of Albanian aggression towards Serbs then your no where to be found).

I think Albanians are mixing a country and a custom zone terms. Kosovo is not a country but a separate custom zone within a country of Serbia. There are lots of other countries with separate custom zones within their borders.

"Building on the agreement on IBM reached at our last meeting on 4 December 2012 and its subsequent implementation at four crossing points, the two Prime Ministers today came to a provisional understanding on the collection of customs duties, levies and VA" This statement is released by Ashton on her EU gov website.
Dacic where does it say that money will go to N Kosovo, and even if so Pristina holds and decides where to spend it after your illegal reps leave. Pristine has to invest in that reagion regardless so it seems that you are not getting the point. In defacto you are recognizing Kosovo's Independence. Have a nice day;)

IAN!! you're back my friend I missed you. I knew we would hear from you today, no news articles about Albanians calling for war or Albanians desecrating Serbian graves so it was safe for you to reappear.
(Ari Gold, 18 January 2013 12:34)

Don't worry mate, I haven't been far away and I can confirm that I have been receiving them strange pictures you keep sending me on Facebook and please don't tag me in the photos, I don't want everyone else seeing them. Anyway it wasn't too long ago that Serbian politicians were calling for war/ refusing to rule out war. You yourself have called for war, so surely you must considering Albanians calling for war a good thing?

And if I remember correctly it was an Egyptian Ashkali who desecrated them graves not an Albanian. Regardless of whom desecrates a grave, it is pathetic and achieves nothing.

I'm sorry I haven't been here lately, I clearly don't have as much free time as you do. And this whole me making friends with cyber-Albanians isn't working, I don't think they like me; but I'm glad you do ;)

Great picture! I like Dacic's smile towards his good friend:) Make love, not war!

Same applies to crazy commentators here... sadly enough, there are people who don't have a clue of what is normality, and how much it is needed after a war.

I don't understand the fuzz about the customs at all? I thought Serbia and Kosovo are both in CEFTA which provides free trade without custom fees being payed at all? Can somebody please enlighten me?

"Tito allowed mass immigration into Kosovo from albania
(SCP UK, 18 January 2013 14:25) "

Did he now? Are you sure you're not telling porkie pies here?
When did he allow this exactly? And how many people came in?
The proportion of Serbs and Albanians in Kosovo at the time of Tito's death was roughly the same as when he came to power.
Do you stand corrected?

A very small minority of them have called for war. This is something which you do on a regular basis.

I do not support claims over the Presevo Valley region, if they want to be apart of Kosovo then they should pack their bags and move to Kosovo.

The eu will make sure the money goes to pristine institutions. It's very obvious what is going to happen. With Serbia now a strident supporter of Kosovo independence this deal reflects the view that Belgrade has no power there and all Serbs must pay taxes to pristine indirectly for now.

Common Sense

Ari Gold: " they should pack their bags go to Kosovo i Metohija..."

Metallica made a song about you, King Nothing. Who the hell are you to tell anyone to pack their bags and leave their ancestral homes to go wherever you want them to go? And who the hell are you again, to tell anyone what monument they should erect in their hometown, where you haven't spent 5 minutes of your entire life, nor you ever will.

My word, did we just agree to self fund northern Kosovo? Looks like autonomy within a semi-sovereign international protectorate is all but guaranteed :)

You actually accepted to abide by terms of part of the Ahtissaari Plan, good to see you coming around.
