I have at no time heard or read that Constantine was a Serb. Yes he was born in what is today Nis in Serbia but that is it.
Constantine was a ruthless manipulator that held power with the sword and it was only in his last days that he was christened. However, he is seen as the organizer of the first Church and its canonical rules as well as the New Testament we have today.
This is being celebrate in Nis because its in Serbia and not Albania and for the hundredth time let it sink in your Albanian heads that he was not a Serb but a Roman general. He saw himself as a Roman so who are you to proclaim him an “Illyrian”?.

Serbs aren't stealing the history, they are acknowledging it. And Serbs most likely do have Illyrian blood. They combined with the people there and both Serbs and Croats were calling themselves Illyrians LONG before the Germans and Austrians in the 19th century started claiming Albanians were Illyrians.

The Germans and Austrians were worried about the Croat and Serbs Illyrian and pan-Slavic movements so they decided to suppress those while they started the artificial Albanians were Illyrians movement.

Roman Emperor Constantine the Great (272-337), born in Naissus (Niš), AN ILLYRIAN, signed a legal document in 313 proclaiming religious equality and putting a stop to the persecution of Christians.
