Serbian, Russian ministers sign agreement on USD 800mn loan

An agreement on state export loan worth USD 800mn for the needs of Serbian Railways was signed on Friday in Moscow.

BTW, what do you consider a friendly state?
One that gives you a loan (Russia/China) and requires that you buy their materials/use their labor for or one that gives you a grant (West)?

A grant eh? You actually believe that the US or EU just give you a blank cheque? Is little wonder that you’re looked upon with humor and never taken seriously?
Let me open your eyes mate. When the US/EU gives you a “grant” as you call it they make sure that at least 95% of that money comes back home – i.e. they force you to buy their goods not from China or Japan or the Martians.
The west gave up on giving out money in the 1970s.

Serbia needs the investment, Russia can risk the money and use the profits. There is no problem here. Serbia is closer to Russia, and Russia's stake in Serbia is greater as of today. The deal came with conditions that favor business with Russia, and they did not include humiliating political concessions. Serbia has a fair broker in Russia, and although Serbia does not have that kind of relation with Western Governments, it is forging that relationship with Western Business and International investors. The only people who complain here are the ones that don't like it when Serbia or Russia move together.

It is at 4,1%. For comparison, Germany lends Greece for 3,4% to 4,5%. So in terms of interest rates, it is more or less average, but unlike Russia Germany is not going to see much from the money. And as some already mentioned it, the credit demands involvement of Russian companies. Overall, a pretty good deal for Russia. Moscow definitely continues to take advantage of Serbia's helpless situation. But more devastating is Serbia's inflation. With 12,1% each foreign credit burdens additionally, since the contract demands US Dollars (btw. not Russian Ruble which speaks volumes as well).

But this are all home-made problems of Serbia where nobody can be blamed except Belgrade.

Well I don’t think China is friendly state to any state in Europe. They play chess and Serbia is just friendly to China’s main ally. As for the rest of your questions I can say that friendly is a state that does not bomb you and does not intervene you to tear apart your territory and your people that does not twist off your hands that does not demonize and undermine you. Friendly is a state that is the main plot of yours on the international arena - the one to supply you with love , money , arms , political , economic and financial and moral support. The one to open it’s borders for your citizens and goods. Friendly is the state that dares to take the risk of spoiling it’s own relations with dozens of the multiple rivals of Serbia. This is what I consider as friendship. As for the bounded credits you talk it’s just the most spread form of credits when both sides gain something. It’s hundreds of times better than the grants you talk about. At least because those grants do not cover even 10% of the damage the granters had brought to Serbia.

To run your economy and dictate your politics, as if their NGO´s didn´t had enough control over your country already. If our REAL friends (who didn´t bombed our sovereignty to smithereens and kept raping us since) the Russians did that they would scream and shout 24/7...
