FM says Serbia "testing international opinion"

FM Ivan Mrkić says that the position paper, or “non-paper”, represented the views of Serbia's senior officials concerning a possible solution for Kosovo.

oh what a headache, now it is a non-paper, that is the opposite of a yes-paper! What does that mean? This is what I got so far: It is a non-binding non-paper, with two different written versions, one in english one in serbian, the serbian one a few pages longer, which is going to be summarized in principles that will be presented to the parliament, and which will disagree by default with everything, unless the Serbian representatives in the talks will agree to some things, without however disobeying to what is written there in the english or maybe in the serbian version, while at the same time implementing what has been agreed upon by the previous government. And the claim is that it was done to eliminate the previous confusion and lack of strategy.
