Good pick up on the article's characterisation of the war as civil rather than international conflict that it was.
The ICTY case of Prosecutor v Dusko Tadic firmly established that the conflict was an international one and precisely when it became an international conflict.

Serbs playing the righteous card.. Up until 95 all the butchering was done by the Serb now they play the victim. Remember,in 91 your tanks rolled into Croatia and destroyed everything in their path, occupying a third of the country, murdering, raping and expelling non serbs from the occupied territories.

Hi, it is very sad about these people who were killed, every death in war is tragic and not necessary. Could you please advise what civil war? I was under the impression that the only war in the Croatia in the early 90s was when Croatia was invaded illigally by Serbia? As proven in the Hague? Please advise as it would be very embarrassing for you and unprofessional to publish otherwise.

Because, Bob, the EU doesn't care about Serb deaths - well, actually, they did care, but positively for the Serbs were in the way of the ethnically pure, divided, or occupied statelets that would be more easily absorbed and dictated to by the EU.
The Serbian population was an obstacle in Croatia and the Croats, with U.S./UN/EU aid, purged that, so now they have a statelet that is suitable to them.
