Why was he laughing and joking just before then? And why would someone kill themselves in a public place and at a meeting instead of privately and on off-duty time?

Many people appear normal and even in good spirits just before they commit suicide. This is because the decision is already made and even, for the lack of a better word, a bit of euphoria creeps in.
I have seen someone just prior to them taking their life and you could not tell that they were suicidal at all. This person even discussed what he was going to do as far as the next step in life was and it most definitely was not suicide.
This is normal behaviour for someone who has made up his/her mind to end their life. Decision is made and they don't have to worry about anything else.

The article says that this poor man had a life threatening illness so it most certainly was not curable and he most likely didn't want to live in agony or be a burden to anyone. Many people look to suicide when they have a terminal disease. Some people fight with all they have when confronted with a terminal illness hoping they will be the one to beat it, but many don't. We can't fully understand what goes through their mind and for this man the choice of when and where made sense or was maybe even chosen on the spur of the moment.

And fact is that many, if not most people over 50 have some niggling "health problem" at least. But there's many that are not fatal and not bad enough to really change someone's standard of life.
