They aren't so good if Serbia follows these conditions and in doing that harms itself and its people - and that is what it has been doing: drinking the poison the EU keeps prescribing. The EU has Serbia exactly where it wants it: outside the EU, but doing the EU's bidding. Pressuring Serbia and Serbia being susceptible to this because the government and some of the people see it as the only/main option.
Serbia needs to be independent of this pressure and it can only be that way if the government and people generally oppose getting into the EU.

It would make sense to make de-recognition of 'Kosova' by all EU nations a pre-condition for Serbia to join the EU.

Serbia needs to be accepted as a fully integrated country - not partially, by excluding its southern province on the basis of the formation of a racistly motivated plan for succession. ('Kosova' is essentially part of a plan for a Greater Albania which has been the goal of ethnic Albanian politicians, terrorists and ethnic cleansers for many years.)

A number of EU countries have currently taken on itself to punish Serbia for the policies of Milosevic, but he is now long gone, and a full solution that involves the proper integration of Kosovo into the EU, as well as the rest of Serbia, would best be served by relabelling Kosovo as an autonomous province rather than as a parallel Albania.

Previous agreements need to be re-instituted in full by recognising Serbia's borders as being essential inviolable. Then the full integration of Serbia into the EU would create the conditions for a lasting peace. Autonomous rule for Kosovo should be enough - there is no need for another Albanian state.

The Albanians always threaten to cause trouble, but in practice 'Kosova' can only sustain with external help. The pragmatics of being part of the wider EU would eventually prove to be more important to the population than the racist motivators for a Greater Albania could realistically sustain.
