Most address Kosovo and northern Kosovo as separate entities as well.

German Ambassador to Serbia Heinz Wilhelm stated on Sunday that the position of Vojvodina was Serbia's internal issue.

There is no difference between normalisation and recognition. Normalisation is recognition. And serbia is normalising recognizing kosovo independence. Going to conferences where kosovo is independent, abolishing kosovo ministry, education deal, border deal. The border deal and abolishing the ministry are the biggest recongnitions of kosovo independence but they call it normalisation. They are getting kosovo recognition.

But West Germany DID recognize East Germany in 1973!

Internal issue?! So was Kosovo in 1996. By 1998 it was International issue.
