The Serbian government should contact and offer sovereign recognition to Texas secessionists if they unilaterally declare independence since the un court said that it is not illegal. Just say it is a unique situation and a "one-off". Offer to send VS peacekeepers to Texas if needed. Just don't drop humanitarian bombs on america - you are morally superior to america.
