“EULEX to have executive role at crossings”

Dejan Pavićević said Tuesday that as far as Serbia was concerned, the most important thing was for EULEX to perform customs procedures at integrated crossings.

An executive in English is "a person with senior managerial responsibility," and this is probably what EULEX will be providing - somebody to oversee operations.

That is not what executive function means in Kosovo. EULEX maintains executive authority (meaning as in the executive branch of government) in several areas, such as War Crimes, Organized Crimes, Financial crimes. This means that these functions have not been transfered to Kosovo authorities. This would just be one additional area.

Sounds like a problem of translation: he says "executive" but clearly means "operational" if he wants EULEX staff to perform the actual inspections. An executive in English is "a person with senior managerial responsibility," and this is probably what EULEX will be providing - somebody to oversee operations. The politicians will probably be able to claim that Serbia won its position at the end of negotiations, but people passing through the gates are apt to wonder what's up.

Some Serbs are producing about the agreements with KS similar to German-German agreements. BUT there were never taxes between the two countries.

More BS from an unknown serbian so-called politican trying to fool its own people, and disguise the facts which have long been established and are a reality to anybody, except to some people in Serbia who live in a dreamworld. Sure there is a border, and borders only exist beween 2 seperate countries. Only states can collect customs duties and customs is being payed at these borders, not between two different provinces in a state. Tell me if there is any other country where you pay customs when you travel from one province to another. It is all these word games these Belgrade clown come up with, these unrealistic interpretations of reality which is so amazing. Do they really believe what they are saying, or are they only trying to brainwash their own citizens?

All these talks are aimed at establishing Kosovo in the North and Serbia for some reason can't see this.

He thinks this is a good thing as EULEX are there so to Serbia it isn't seen as an international border. So Serbia can still pretend in their heads that Kosovo is apart of Serbia ect.

However this is also a good thing for Kosovo too, as Kosovo and Serbia with the help of EULEX are setting up a managed baorder between Kosovo and Serbia across Northern Kosovo. And EULEX are having an executive role at these two border points, so Serbia is accepting this. However in just over 18 months time, the EULEX mission expires and Kosovo Customs staff will take over full time at these two border points which EULEX have very kindly helped establish; Serbia is indirectly accepting this, Serbia has taken the bite which allow Kosovo customs staff at the agreed border points in the north.

All these talks are aimed at establishing Kosovo in the North and Serbia for some reason can't see this.
