You seem to be a bit misinformed. Here's the real thing: He was sentenced to prison after pleading guilty to leaking the identity of one of the agency's (CIA) covert operatives to a reporter

Isn't that's exactly the reason why this new law was introduced by Putin? As a tool for repression against media and people opposed to Putin's party. This vague law opens the door for all kind of political court rules, you see similar in Turkey with its law against 'insulting of Turkdom'.
