Yes the UNSC has decided on the Kosovo issue. They decided the following:

1. That Kosovo is a part of Serbia (UNSC1244)
2. That it is not an independent country as China and Russia do not support it.
3. As the two first remarks hold true Kosovo will never be able to join the United Nations.

Absolutely, Kosovo is very happy about it, because:

1. According to Serbia, UNSCR 1244 was one of the darkest pages if UNSC's history, contributing to the dismemberment of a sovreign European state;

2. According to the ICJ (thanks to Vuk's tireless efforts), Kosovo's Declaration of Independence was in accordance with UNSCR 1244.

3. Kosovo (when it was under Serbia) it was not a UN member. Kosovo (independent from Serbia as it is now) let's assume it will not become a UN member. And Kosovo (if it goes again under Serbia) it won't be a UN member. So this is an irrelevant point for Kosovo to consider as it decideds on its status.
