Prosecutor's office seizes Dulić's passports

The Prosecution for Organized Crime has seized the diplomatic and civilian passports of former Minister of Environment and Spatial Planning Oliver Dulić.

What the hell does that mean? If the allegations against Dulic are true, he broke a law on procurements by a State official, made personal profits for these infractions, and cost the State probably millions of euros. that is a "mildest form of abuse of official position? I think breaking the trust placed in him as a public official, is probably the most major offense he could commit.
