As always words are cheap, actions count. When he says the international community has to come together to bring about a peaceful end to the violence.
I wonder if he has an idea or maybe a situation where there was a peaceful means to stop violence on the scale as in Syria "before" the opposition had been annhilated to the point there was not a need for intervention.
How many UNSC resolutions were enacted to stop the violence from Serbia against the citizens of Kosovo were ignored. Every day that the world stood in the corner and said "Now Milosevic you should not be doing that" more people died, more homes were destroyed, more people fled in fear.
Sad but true the only thing a bully reacts to is a bigger bully.
