In the German-German affairs as example, what some Serbian "politicians" are loving, the term "good-neighboring relations" was used in official speeches and documents from both sides. It doesnt means anything in legal terms. Belgrade can like West-Germany has done sent later a letter to Prishtina to clarify that Kosovo is accordng to the Serbian constitution a part of Serbia. But if Serbia is changing its constitution it would be difficult. By the way, according to the West-German constitution it was never possible in a referendum etc to decide that East Germany is not more a part of Germany. You see today, no country can leave the EU. There is no pragraph in the basic treaties for this case. Only Serbia would do so.

“The statement about good neighboring relations is unacceptable for us as Kosovo is not our neighbor,” Grubješić said.

Serbia play usual game like dishonest neighbour.
Pretend unified BiH, make special agreement with fat man in BL.
Talk with Prishtina one face, other face say no Prishtina.
Typical beggar mentality - want everything, no pay bill.

But it is your neighbor for 22 EU members. If you want to be a member of EU you need the approval of each one of those 22 countries.
