Hey if the Serbs in N. Mitro feel someone gave them the legitimacy to monitor by closing roads and blocking crossings, those who have guns and permission to shoot by the UN, can definitely assume some legitimacy of their own and monitor as well. The thing is that Serbs never learn that whatever they do will have some sort of a reaction.
