Why does Vojvodia deserve to be a province? Why should it have more "jurisdiction" than the rest of Serbia?

Vojvodina needs institutional reform. How could be fair election system when party with highest nubmer of votes got extra 50% electoral places in local parliament? This electorial system is only in Greece...
