I think that's a symptom persecution mania which is present in the head of many Serbs about 'the West' (or someone else) influencing/ordering what's going on in their state and being responsible for the (bad) things that happened in YU. I can only explain it with the theory that these people don't want to take responsibility for anything and prefer to see themselves as the victims.

We all know the saying that An Ambassador is an honest Person sent abroad to Lie for his Country.

The SAA Agreement needs to be implemented by Lithuania before a Government is announced too give these statements more plausibility.

Since Lithuania has promised to implement the SAA Agreement this month, then the new Government can be announced after the lengthy and complex Negotiations are completed.
