I think that's a symptom persecution mania which is present in the head of many Serbs about 'the West' (or someone else) influencing/ordering what's going on in their state and being responsible for the (bad) things that happened in YU. I can only explain it with the theory that these people don't want to take responsibility for anything and prefer to see themselves as the victims.
