It is not logical situation that party which won both parliamental and presidental elections (SNS) stay out of Government. It is not democratic solution.

It looks like I had another one of my dyslexic moments, and the next sentence hopefully explains it properly.

An Election in a Democracy, gives the Old Government a Full Mandate on Policy that is checked by the Constitution, but Only until the next Election Day; however, a Mandate for the Basics exists during a Caretaker Government phase.

The Full Mandate that is checked by the Constitution is only during that time that there is a Proper Government, rather than just a Temporary but Necessary Caretaker Government.

During the Caretaker Government phase Current Ministers retain their Ministries, so that there can be continuity of dealings with Business and with the Public for the sake of efficiency and convenience.

This is the Current Ministers will have the knowledge of their dealings with Foreign Investors, Local Business, and the Citizens, and the New Government can allocate any Ministry to anyone in the Majority Coalition that forms the next Government.

John, these scoundrels use state funds like a personal ATM. It is a disgrace that the same people that totally brought Serbia to its knees, both economically and politically, will again be at the helm of government. Throw the bums out!

In other words, the same scoundrels that have bled Serbia dry, and made it a beggar country, are the ones that will lead it again. I don't think this is what the Serbian voters wanted when they voted.

An Election in a Democracy, gives the Elected Representatives a Mandate on Policy, except for the Basics Only until the next Election Day.

Countries that have a Two Political Party System, and one Party receives a Majority, then their Mandate for their Election Platform Continues uninterrupted.

In Countries like Serbia, where there are Several Political Parties, and where no one Political Party gained a majority of the Parliamentary Mandates, then the Government is in a Caretaker mode until a majority can be negotiated.

We notice that it is not called the Government, but it is call Caretaker Government, because it has lost its Mandate, except for the basics, like Law and Order, the Economy, and other Genuine Basics.

Even though some Political Parties will Vote the same as one or more other Political Parties, it has to be an independent decision, and they should Vote issue by issue until a New Government is formed, and hopefully even after a New Government is formed.

This is because each Political Party have their own Voters that they are Obligated to, while they are Obligated to the Entire Country, and this has to be a good juggling act at least sometimes, because Political Parties have difficult to compromise with Principles or Policies.

The Current Ministersretain their Ministries, so that there can be contuinity of dealings with Business and with the Public for the sake of efficiency and convenience.
