Serbia will never be asked to recognize a Unilateral Declared Independent Kosovo. But it will have to have good relations with Kosovo.
What does that mean? How can Serbia do that?
1. By someway declaring Kosovo independent thereby nullifying the UDI.
2. By ignoring Kosovo status and accepting it without recognizing it.
3. By creating an environment in which the Kosovo people would want to voluntarily rejoin Serbia.
This would mean total autonomy of Kosovo, ie, Serbia would have no control inside the boundaries of Kosovo as today. Police and military would not be allowed to cross the border, Serbia would have no control over election process inside of Kosovo (this would include the north unless negotiated away). However Kosovo would have a major control over Belgrade politics, with representation and veto power. Kosovo would enact all laws of Kosovo in Pristina with their own police force. Serbs inside Kosovo would have to cooperate and participate in Kosovo politics and not Serbian.
Basically plan laid out in Kumanovo Agreement. (However, it is doubtful this will really be enough to bring the Albanians back.
Does anyone see another way that you can satisfy the EU requirement, and end the dispute between Kosovo and Serbia, I would like to hear it.
It seems to me that option 2 is the easiest for Serbia to adjust to.

Everyone knows that the EU has neither the teeth nor the guts to force recognition out of the Serbs. But as long as they can scam NATO into maintaining a presence in Kosovo they get submission from the Serbs, which is enough for them.

Just what Nikolic promised the last days:

1.) He wanted to investigate what was behind the election's fraud he claimed after the first round of presidential elections.

Result: Nothing!

2.) He wanted to hand over all documents of the Prishtina-Belgrade talks.

Result: Nothing new!

3.) He wanted to ask EU what are the requirements for joining the EU.

Result: Nothing new!

Overall result: Nothing new, just a "new" face. But not really new face, since it could be seen always near Milosevic, back in the 1990s.

There is a News Item here at BG 92, on 22 June 2010, and it is Titled UK Ambassador on Kosovo Status.

The American led NATO’s Illegal and Immoral War on Serbia with all the Money that has been spent, was never about humanitarian Euro-Americans protecting peaceful nonracist Albanians from the supposedly big bad Slobodan Milosevic, so that they can have Autonomy.

The 1878 League of Prizren Public Declaration by the Balkan Albanians was for the creation of a Greater Albania.

The EU works on unanimous agreement , and the question was asked to the Entire EU if Serbia has recognize Kosovo to join the EU, and because a minority EU Countries said no, then the answer for the Entire EU is the same.

The Entire EU could have been asked if every EU Country has to let Serbia join the EU without recognizing Kosovo, and if even one EU Country said no, then the answer for the Entire EU is the same.

That second question was not asked, and probably will never be Publicly Asked, because some EU Countries have Separatist Movements.

It has never been propaganda, but these are the Facts that some Serbian Politicians have been speaking up till now, and they have Private Conversations with EU Politicians, and they know what the Policy of the European Union is concerning Serbia and it Province of Kosovo.

You should have gotten that in writing. Knowing the sensitivity and multiple forces that pull EU, I would say somewhere down the line they will make recognition a condition.

"BELGRADE -- Although Serbian President Tomislav Nikolić has said that the EU will not ask Serbia to recognize Kosovo, analysts agree that nothing new happened in Brussels."

Well, that's indeed nothing new, it was always said like that. Only some Serbian politicians said the opposite in their propaganda speeches, especially Kostunica.
