Bekaca I think Count of Kosova is speaking for real money not for promised money. Anyway Russia can make dream Serbia not only for money but also for Greater Serbia. So keep dreaming Serbia.

It seems, by that article, that Russia is sending money; you could also look at something called "South Stream" which will be built through Serbia; and, lastly, you could also look at something which economists call a "free trade agreement." Yes, Serbia is the only state in the world who is not a part of the Commonwealth of Independent States (former USSR) but which is entitled to trade freely within it.
If you think Russia wont use any angle, money, gas, oil, missiles, religion, ethnic-roots, etc., to sway, influence, and manipulate countries in its historic sphere of influence, then maybe you should ask a Turk why they have an interest in Kosovo or ask Albanian adherents of Islam why they're Muslims.

Smart move by the EU, scaling down this failure called Eulex (just look at the photo for encouragement), will make an even greater impact in cleaning up the Newborn called Kosova. Eurocrats that think they have all the answers, coming up with more poor bad decisions. Oh well, it's their money.

It is their money but, it's money that could have been spent on Serbia. Don't tell me Serbia is not desperate to get their hands on EU money. Now you might have to wait to get it, if ever. btw, I don't see Russia offering any free cash to their Slavic Orthodox brothers or to anyone else, for that matter.
