I meant to say that Properly Costed Revenue and Spending Programs is what will simplify, clarify, and speed up the Negotiations for a Coalition Government in the future, because it is based on more than just a Wish List or Election Promises.
A Charter of Budget Honesty should be implemented and once an Election is announced, then all Political Parties can have their Programs checked by a Reputable Accounting Firm, because they know the true state of the Country’s Finances.
If this is done before the Election then after the Election the Process of Proper and meaningful Negotiations that are based on Facts can proceed at a Faster Rate.
If this done by all Political Parties other than the Ethnic Minority Political Parties, then those who gain over 5 % of the Vote have made this information Public during the Election Campaign, and so every successful Political Party can quickly see which are their real Coalition Partners.
Actions speak louder than words, and good intentions are a start, but reality is that a Genuine Program of Policies is what will be good for the Economy and for the Country.
I noticed that Five Principles were discussed during the Negoitations after the January 2007 Parliamentary Election, and a Sixth Principle was mentioned, but it was Predictably rejected by Tadic on 12 March 2007, here on B 92, because it said that one Party cannot hold both the Office of Prime Minister and of President.
