After all, the Albanian authorities in Pristina need to find something to spin out of every unlikely scenario, and they can take comfort in the idea that at least 0.24% of the population might want to utilize their amazing services of corruption, financial mismanagement, media censorship, and lack of educational and hygenic standards. The rest of the population? Well I can't say it should be obvious to Pristina since they have a great track record of being oblivious to everything in front of them since 1999. But whatever, let them support an illegal and parallel institution up there if it makes them happy. Let's see how many "loyal citizens of Kosova" really live up there :)
