Democrats have majority in Vojvodina provincial assembly

I've said this before, but why do the people of Vojvodina have representation at provincial as well as municipal and national level, yet the rest of Serbia only at the latter two?

We have the same problem in the UK with England disadvantaged in the same way that most of Serbia is.

The answer to this might be that other areas of Serbia such as Šumadija and Raška (Sandjak?), et al, have regional parliaments, too. Or that Serbia just has municipalities and a central government in Belgrade.

The former of the two might, however, lead to outside manipulation to secede as happened to federal Yugoslavia.
