I believe the vast majority of the world believes that 1244 is still the ruling force in Kosovo regardless of status. In which case police jurisdiction in the north is the same as in the south which should fall under the Kosovo Police under the guidance of EULEX.
Even those countries that have come forth and expressed support for Serbia in its quest to claim Kosovo (which is a handful and not the majority) do not support the north's violations of UNSC 1244.
