Fine by me if Serbia doesn't want to join, but what are you going to do about "Chapter 31: Foreign, security and defence policy" when it comes time to talk to the EU about accession? I suppose you could try saying that you're surrounded by EU states and therefore don't expect to be attacked - maybe they'll go for it. But even if you declare neutrality, you have to have a defense force that is big enough to make a stab at fighting off an aggressor face having other states fight their wars on your territory. (Hint: saying "we're counting on Russia" would probably not work any better.)
