I find it odd that supposedly an Albanian spells the latter with lowercase and takes the time to spell Serbian with uppercase in the same sentence.

This is a good development that follows the same policy of Albania towards this issue since its beginning. I recall the letters of intent sent to EULEX Mission in Kosovo expressing the willingness of the Government of Albania to give permission, facilitate and assist in any investigation pertaining to the accusation for organ trafficking as stipulated in the Martin Report.

For anyone who has basic knowledge of medicine, this whole story of organ trafficking seems very far fetched and simply impossible from the scientific point of view. This has been the conclusion of previous investigations and this is the reason for the outburst of the former UNMIK and French Foreign Minister, Bernard Kouchner (and the founder of Doctors Without Borders), during a visit in Gracanica in March 2010. In this event, FM Kouchner responded to a Serb reporters question about this subject: "Organ trade? But you are sick, aren't you? Do I look like someone who would traffic organs? You are insane, to believe all kinds of nonsense like that". Then he turned to Dr. Radmila Trajković and ask her to tell them how nonsensical this whole story was.

The story is scientifically impossible because the procedure cannot be done in any "yellow house" in the mountains and because the procedure was never done in Albanian hospitals till March 2009 ( with help from Italian doctors, Its in the news) let alone some God forsaken place far from roads.

To find the matching donor and recipient is very hard. Whole networks of hospitals cooperate together so they can mix and match people from many corners. For one operation you need months of preparations. "Tissue typing is done during the evaluation. This involves taking a sample of blood and analyzing it for markers on the white blood cells (antigens) that are used to match a donated kidney with a potential recipient." This is a bit more complicated than what the simple minded would believe.

Hypothetically, if one were to harvest an organ from a man, first, a series of tests were to be conducted in a laboratory and the data had to be relayed to a whole network of hospitals to find out if anyone is in need of that particular type of tissue. This implies a conspiracy of wide proportions. Second, it is highly unlikely that the "organ snatchers" had the medical expertise and medical equipment to deal with such complex procedures. Third, the organ would be useless upon arrival after the long and treacherous journey.

The first time this story was told, a great fuss was done about this yellow house, which is located in the rugged mountains of Northern Albania. The trek to there is long and painful. In that house, one could never create the proper sanitary conditions to perform these medical procedures without contaminating the organ, to put it mildly. When this house was written-off as a possible venue for such activity, Mr. Martin introduced for the first time in his report that the house was instead in Fushe-Kruje, a small town close to Tirana, because it was close to the Airport. First of all it is not the closest place to the airport; there are even neighborhoods located just outside the Airport perimeter. Second, all the necessary conditions must still be met. And, third, the only way Mr. Martin had ever heard of such an untouristic place is because it was visited by former American President Bush. He was welcomed there like a superstar hours after he had declared for the first time in Tirana that "time had come" for an independent Kosovo.

It is easier to believe what you are told and what you want to believe then to create your own informed opinion. A lot of things happened in that war, but this could not have happened. It is for this reason and with great confidence in its innocence that the Albanian Parliament in unison yesterday and the President today passed this law.

it would be a whole lot easier to allow for assumption of innocense if albania agreed to this right away. even lets say that they allowed for investigation to continue for 9+ years with our without concrete evidence.
i do recall some situations similar to that.

so would a third short term investigation be equivalant or less than 9 years of continual investigation?

perhaps this logic alludes to your opinions of say sesel's innocence (i mean 9 years -- 3 investigations), or considering without evidence to convict slobo too is clean?
