Serbian workers were especially taxed to help Kosovo and the government forbid the gradually ethnically cleansed Serbs (from the 70's and 80's, especially) from talking about what happened to them in Kosovo. There was a quiet terror going on there decades ago which was why many Serb and Montenegrin families were leaving.

Actually is the other way around. How soon you forgot , that Novi Beograd of yours was build by the money that came from Kosova mines and high taxes from K-Albanians.
Nothing was built in Kosova during those times that you have mentioned. Kosova had no asphalted roads, with only few connecting few cities. Only after June 1999 Kosova started building roads and recovering from damages caused by Serbs during the war.

"The Serbs must have been to long under benevolent prosperous Croatian Tito rule."

Tito wasn't benevolent - he and his government STOLE Serbs property and many hundreds of thousands had to escape/leave to the west. There are many descendants of those Serbs who have/might have claims on SO MUCH property taken by the Tito government, that it has left a bad legacy in Serbia.
Additionally it was Tito who allowed illegal migration to Kosovo from Albania, and he and his government moved many industries started and built in Serbia to Slovenia, Bosnia and Croatia. The excuse was that "in case of attack from the East" (Soviets), that the manufacturing plants would be safer moved to western Yugoslavia.

He also believed in strong Yugoslavia, weak Serbia and so the other republics were strengthened and Serbia weakened. He also suppressed religion in Serbia but boosted it for Muslims in Bosnia and Kosovo. So many new mosques were built that those areas were referred to as "Cape Canaveral's" (because the mosques looked like rockets.

And actually many of the "Serbs" in Kosovo were Montenegrins because "benevolent" Tito forbid Serbs cleansed in WWII from returning and reclaiming their properties, but he didn't stop Montenegrin families from settling there - which they did for the land.
One example is Novak Djokovic's father's parents who were Montenegrins who went to Kosovo.

Cvele why are they speaking something like Croatian on the link you provided? The Serbs must have been to long under benevolent prosperous Croatian Tito rule. Now that Serbia is independent but in a unbelievable mess so many ways. Serbs ruling over them self's or as some say mostly ruled by Montenegrin and Bosnian peoples because Serbs like to blame some one else for their home grown troubles. SNS leader and presidential candidate Tomislav is rite to many Serb government criminals run Serbia and run it down.
