i suspect that serbia's citizens who live abroad are also elligable voters, though wouldn't be counted within a census.
perhaps there is also a minimum age requirement for counting the population (though that would seem strange)

just wondering

Boy did we get up on the wrong side of the bed or what? First not Albanian, not that it matters. Was going off of the latest estimates, found in Wikipedia, did not research any further but it should be a close estimate.
In the US must be 18 to vote, do not know how old you need to be in Serbia,(notice I asked what is the criteria) If 25% of the pop were under 18 then that would be little over 5mil eligible voters.
You need to save your energy and fight someone that actually does something to provoke you.

With the current population is estimated at 7.1 million people, what is the parameters to determine who is eligible to vote that makes almost that number? How old do you need to be to vote in Serbia?
Also with elections of 70% participation unusually high what is the need for the extra ballots?
