Official wants "reaction from envoys in Priština"

Ministry for Kosovo State Secretary Oliver Ivanović has said that "western embassies in Priština" must react to the incidents taking place in Kosovo.

This shows more and more that UNMIK should organize elections. When Serbs want to hold elections, it's blocked. When Kosovo Albanians hold elections, we all witnessed the results of thu 'democratic, free voting' last year.

Why should UNMIK organise elections in Kosovo when they have already transferred election making powers to the Kosovo Election Commission of the Kosovo Assembly. All in line with UNSCR 1244, like Kosovo's independence.

The only authority to legally hold elections in Kosovo is the Kosovo Election Commission, not the UN, Belgrade, UNMIK or EULEX.

It would be truly unfortunate to undermine all these years of hard work and progress by losing the political will to move to the logical next stage, which is the Full Implementation of the United Nations Six Point Plan for Kosovo.

This is Europe’s moment, but we share it with the European Union, because Strong Leadership by Germany is needed in overcoming divisions in Europe, and Kosovo’s Negotiated Autonomy will ensure that we seize this historic opportunity, to pronounce Kosovo as belonging to the Country of Serbia, and begin a genuine acceptance of Democratic European Standards for all of Europe’s Albanians.

Get your head out of the sand, there is no UN six point plan. You are talking about something Tadic suggested long ago but was ignored by the rest of those involved. Kosova is independent and has been for four years. There is no going back. Please get used to reality if you wish to be part of Europe.

I have to ask is this a serious post? The only thing that outside countries are looking to find out from the Serbian elections is whether Serbia shifts to a more nationalistic government. I doubt that anyone is thinking about the American led.....mumbo jumbo.
While you mention that Merkel could help negotiate Autonomous return of Kosovo to Serbia, since she fully supports an independent Kosovo...fat chance.
You mention alot about the 6 point plan, have you even read it?? You keep calling it the UN plan but it was put together by Ban ki Moon and Belgrade and presented to the UNSC in his report and then it just sit there. UNSC never acted on it. I think one time you tried to site some proof it did but all you were able to come up with was some guys "opinion" piece.

1. Police: Will be supervised by international monitors--Done
2. Customs: Kosovo will be a single customs unit, and taxes collected as per previous provisions laid out by UNMIK, Gates 1 and 31 will be reopened immediately with international custom agents present (11/2008)
3. Justice: Mitrovica courthouse will operate under UNMIK law for up to 60 days (time expired in 01/2009) Local judges and prosecutors will be appointed.
4.Transportation and Infrastructure: Dialogue to take place on (roads, rails, water and Electricity). All scheduled in the Belgrade and Pristina talks.
5. Borders: Kfor will continue to control the borders as per mandate of UNSC 1244
6. Serbian Patrimonial sites: International presence to continue to insure protection of Serbian Patrimonial sites, reconstruction to continue via UNESCO, dialogue between Belgrade and Pristina.

Hmmm, I think that most of that is being covered in the current dialogue with the exception of those things that Serbs seem to be blocking, like customs Kosovo being a SINGLE customs area.
As far as international confidence in the UN, I think right now it is where it will remain for a long time. With veto power for the 5 permanent members in the UNSC, it has become pretty much a social gathering rather than getting anything done. Even those countries that refuse to recognize Kosovo, much less the ones who have not yet reached an opinion are really anticipating a negotiated return of Kosovo to Serbia, they are merely waiting on Serbia to give its blessing to independence.

For nine years it was UNMIK who scheduled elections and everyone was boycotted by Serbs, not only that any Serb who wanted to participate was openly intimidated and threatened. The elections of 2007, it was even circulated that anyone voting in the UNMIK called elections was at a risk of losing their pensions from Serbia.
Serbs were only allowed to vote in Serbia called elections.
So NOW you think UNMIK should be the ones to call them, too late they turned that authority over to the Kosovo Election Commission.

Why now? UNMIK did it many years with Serbs regularly boycotting it, not mentioning the intimidation to all Serbs who wanted to participate. It is actually unbelieving how fast Serbs have become so much UNMIK loving, judging from the fact that they opposed it as good as they can. It proves once again that Serbs only bargain what they already lost. Imagine somebody would offen nowadays the same to Kraina Serbs what Croatia shortly before the Oluja. Serbs rejected it and payed the wanted price. Now they would kiss each Croatian hand from Prevlaka to Koprivnica.

To late buddy, for both, Kosovo and Croatia. We warned you..

This is a Critical Time for Continental Europe, because Serbia is holding Presidential, Parliamentary, and Local Elections in a few weeks, and Many Countries anxiously await to see if Non Interference in the Political Processes of other Countries, and the Territorial Integrity of Nations will be upheld.

The Law Abiding Countries of the World are hoping that the Serbian Voters deny the America Led Undemocratic Demands based on Pressure and Manipulation to grant independence for Kosovo, but rather to endorse Negotiated Autonomy within Serbia’s United Nations Recognized Borders.

We have a Democratic Serbia, and we need a Reintegrated Democratic Autonomous Kosovo, and the European Union, now under German Control, can help by ensuring a common European Union position of Negotiated Autonomy based on the United Nations Six Point Plan for Kosovo.

An Autonomous Kosovo, based on the United Nations Six Point Plan for Kosovo would benefit the region Economically, Politically, and in terms of Security.

The Implementation of the United Nations Six Point Plan for Kosovo is long overdue, and as a result local frustrations could rise, while the region continues to stagnate.

We need a new dynamic for Albanian Kosovo if we are to catch up with Democratic Principles and International Law, and a Reintegrated Kosovo will provide that dynamic.

The Kosovo Albanian Authorities in Pristina have not ensured that the heavily discriminated against Non Albanian minority will live in municipalities where the police, schools and hospitals will be run by the Non Albanians.

There is no future for the Kosovo Serbs or other minorities is in Kosovo, unless Autonomy that is based on the United Nations Six Point Plan for Kosovo is fully implemented.

Several European Union Countries understand the stakes, and that the United Nations Six Point Plan is above all a responsibility; yes, a responsibility toward Continental Europe and the Balkans.

Negotiated Autonomy is needed, because the Kosovo Albanians must be committed to European Democracy, even if this means that Serbia and Kosovo never join the European Union.

We know that the European Democracy for Kosovo Albanians is a work in progress, and we know that the entire region will benefit once Kosovo has Negotiated its Autonomy within Serbia’s Borders.

Today, we have two Europes; one Europe is Fair, Democratic, Cooperative, and Law Abiding, and has its compass set on the Territorial Integrity of Nations and on International Law.

The other Europe is obsessed with Kosovo and stifled by backward looking with regard to helping World Two Accomplices, at the expense of Post War, and Post Soviet Democratic Principles of Cooperation in Europe than brings Security to Continental Europe.

The upcoming Elections in Serbia are about Continental Europe, and the future of Continental Europe, and Europe needs an Autonomous Kosovo based on genuine negotiations in order to move Europe past its mentality based on the Two World Wars in Europe’s recent History.

In fact, Europe risks loosing its real European perspective if Serbian Voters Re-elect Puppets, and Unpatriotic Politicians.

As the leader of the European Union, Chancellor Angela Merkel of Germany can use Germany’s Political Clout to build a European Consensus backing Kosovo’s Negotiated Autonomy.

Failure to Negotiate Autonomy in Kosovo would remind the World of the inability of the United Nations to work for international peace.

It would not bolster international and national confidence in the United Nations continued relevance.

Why now? UNMIK did it many years with Serbs regularly boycotting it, not mentioning the intimidation to all Serbs who wanted to participate. It is actually unbelieving how fast Serbs have become so much UNMIK loving, judging from the fact that they opposed it as good as they can. It proves once again that Serbs only bargain what they already lost. Imagine somebody would offen nowadays the same to Kraina Serbs what Croatia shortly before the Oluja. Serbs rejected it and payed the wanted price. Now they would kiss each Croatian hand from Prevlaka to Koprivnica.

To late buddy, for both, Kosovo and Croatia. We warned you..

For nine years it was UNMIK who scheduled elections and everyone was boycotted by Serbs, not only that any Serb who wanted to participate was openly intimidated and threatened. The elections of 2007, it was even circulated that anyone voting in the UNMIK called elections was at a risk of losing their pensions from Serbia.
Serbs were only allowed to vote in Serbia called elections.
So NOW you think UNMIK should be the ones to call them, too late they turned that authority over to the Kosovo Election Commission.

Get your head out of the sand, there is no UN six point plan. You are talking about something Tadic suggested long ago but was ignored by the rest of those involved. Kosova is independent and has been for four years. There is no going back. Please get used to reality if you wish to be part of Europe.

I have to ask is this a serious post? The only thing that outside countries are looking to find out from the Serbian elections is whether Serbia shifts to a more nationalistic government. I doubt that anyone is thinking about the American led.....mumbo jumbo.
While you mention that Merkel could help negotiate Autonomous return of Kosovo to Serbia, since she fully supports an independent Kosovo...fat chance.
You mention alot about the 6 point plan, have you even read it?? You keep calling it the UN plan but it was put together by Ban ki Moon and Belgrade and presented to the UNSC in his report and then it just sit there. UNSC never acted on it. I think one time you tried to site some proof it did but all you were able to come up with was some guys "opinion" piece.

Remembering this was written 3 1/2 years ago.
1. Police: Will be supervised by international monitors--Done
2. Customs: Kosovo will be a single customs unit, and taxes collected as per previous provisions laid out by UNMIK, Gates 1 and 31 will be reopened immediately with international custom agents present (11/2008)
3. Justice: Mitrovica courthouse will operate under UNMIK law for up to 60 days (time expired in 01/2009) Local judges and prosecutors will be appointed.
4.Transportation and Infrastructure: Dialogue to take place on (roads, rails, water and Electricity). All scheduled in the Belgrade and Pristina talks.
5. Borders: Kfor will continue to control the borders as per mandate of UNSC 1244
6. Serbian Patrimonial sites: International presence to continue to insure protection of Serbian Patrimonial sites, reconstruction to continue via UNESCO, dialogue between Belgrade and Pristina.

Hmmm, I think that most of that is being covered in the current dialogue with the exception of those things that Serbs seem to be blocking, like customs Kosovo being a SINGLE customs area.
As far as international confidence in the UN, I think right now it is where it will remain for a long time. With veto power for the 5 permanent members in the UNSC, it has become pretty much a social gathering rather than getting anything done. Even those countries that refuse to recognize Kosovo, much less the ones who have not yet reached an opinion are really anticipating a negotiated return of Kosovo to Serbia, they are merely waiting on Serbia to give its blessing to independence.

Why should UNMIK organise elections in Kosovo when they have already transferred election making powers to the Kosovo Election Commission of the Kosovo Assembly. All in line with UNSCR 1244, like Kosovo's independence.

The only authority to legally hold elections in Kosovo is the Kosovo Election Commission, not the UN, Belgrade, UNMIK or EULEX.

You don't want to call this mockery organized by the 'Kosovo Election Commission' happening last year an election? Well, Mr. 115% Thaci was probably satisfied with it, but I have different standards for a fair and democratic election, sorry.
