Third, accuse the existing residents in the suburb of being racists and send in the EU-approved storm troopers to beat them up. Meanwhile back in the fortress Dedinje mansions and other palaces in which the Tadic-ites live, make sure to double the police so that a dark-skinned face is never, ever seen, unless they are the embassy staff of a foreign country.
