"So, his 2008 victory was kind of like a first victory, based on new constitutional terms."

Well if he's served the majority of a term - more than half - then it should count as a term against him, and he's been around since 2003.
If Presidents are able to resign just a few months before the end of the term to run again then, if you have a significant amount of voter fraud and corruption (which has been observed in the recent Serbian elections), you can get the same person again and again, so it could turn out to be a bit of a "dictator for life" with only some tricky maneuvering and window-dressing to make it look like a democracy.
Unemployed and workers alike have been committing suicide because they can't pay their basic living bills and aren't getting paid even if they have a job. Why would Serbs vote in more of the same?
Virtually all 9 years have shown increased unemployment coupled with increased debt.

Politiko, I could be incorrect, but I think Tadic can run for a third term because a new constitution came into power in 2006 while he was in his first term. A new constitution basically means that the offices established (or re-established) are "new" and the incumbent starts over with a new number of available terms. So, his 2008 victory was kind of like a first victory, based on new constitutional terms. I think that is the rationale here, someone correct me if I am wrong.

Tadić cannot run for a third term as President. The Serbian Constitution clearly states that the President can only renew their mandate once. I dread the thought of another 5 years with Tadić...

That does not mean a whole lot, You can change your constitution in a matter of minutes and your govt has shown that they pick and choose what parts of the constitution they want to abide by.

How does the electrol system in Serbia work? here inthe UK we have first past the post which means the party with the overall majority forms a goverment, that usually means one party in charge however we had the first coalition goverment in years.
