Deadly fire nightclub operated without license

A day after six club-goers suffocated when a fire broke out in a Novi Sad night club, the authorities said that the establishment operated without a license.

"The Contrast nightclub also did not meet fire standards, and its owners failed to obtain an appropriate license, MUP Emergency Sector Situations chief Predrag Marić said on Monday."

No license, no fires standards, and nevertheless, the nightclub was not immediately closed by the police/city officials, but the owners could keep it open for the public?

To me, it sounds like the fire authorities did not do their job. If there were safety violations, you issue citations, ask for the violations be corrected, and then you re-visit the establishment to see if the corrections were done. It is now at least 4 months after the fire inspection in late 1011 - why didn't the fire department shut down the establishment? And didn't they want to see a license of operation? Like I said earlier, the fault is for this squarely lies in the lap of the municipal agencies.
