The Fiscal Council supports the Serbian government efforts to reduce the budget deficit, but warns the planned austerity measures would not be sufficient.

Well the Serbian government cut off some supplies of funds by doing speedy and unhealthy privatizations for quick shots of cash, as well as EU pushed measures which lowered or stopped certain streams of revenue, like from customs. So now the keep borrowing heavily to keep things going.
