Most roads in northern Kosovo open for traffic

Both Jarinje and Brnjak administrative crossings between central Serbia and Kosovo are open but citizens are still using alternative crossings and roads.

That is was why the local population will continue to use official alternative Serbian roads and not ARTIFICIAL CROSSINGS.

absolutely, and once they arrive at the official alternative Serbian roads they are directed (by the Serbs, Kosovo and/or international forces - depending on the direction they are going to) to the ARTIFICIAL CROSSINGS to complete customs procedures in accordance with UNMIK regulations. I remind you that Resolution 1244 is still in force and UNMIK is in charge in Kosovo.

All of this long article full of euphemisms to try to hide a simple fact that jarinje and brnjak crossings are open and functioning in accordance with UNMIK regulation no 3 of 1999 which mandates that customs taxes be collected at Kosovo's crossings.

"traffic control" = customs checks and "local colleagues" = customs officers.

The Serbian gendarmes are inside Serbia proper, and Serbs from Kosovo are being turned around and sent back to pass through the Jarinje customs point. The Albanian customs officers are there, at the customs point.
