This is just pre election posturing. It is normal so everyone don't get your panties in a bunch. Let's see what happens after the elections.

Serbia just showed once more that it doesn't make sense to even try and come to agreements with them. The EU has to make it perfectly clear to Belgrade that this kind of behaviou is completly unacceptable and that there will be no further talks with them id they continue down this route. the policy of 1 step forward, which is only done under pressure from from the EU, and than 3 steps back to satisfy the nationals must end. Serbia just showed once more how unreliable it is, that no matter what agreement is reached, it simply doesn't stick to it. It was a huge mistake to give Serbia candidate status.

It has become apparent that Serbia only "agreed" in order to trick the EU into granting candidate status with no intention of actually honoring the agreement. Hopefully the EU will either intervene or immediately freeze the candidate status of Serbia, if not revoke it.
But even if they don't it looks like Serbia will be saving a lot of money that is usually spent attending conferences, as it is doubtful that any country outside of Serbia hosting a conference will agree to such manipulations.

The footnote itself, the instructions said, must be " visible legible, and written in English".

Hmm, there are some loopholes in these instructions.

First, what does visible mean ? Visible from where ?

Second, what does legible mean ? Something may be visible, but a person cannot read it because that person may have forgotten his/her prescription glasses. what should be done in that case ?

Third, the dialect of English in which it should be written has not been specificied. Also, if does not specify what happens if there are gramatical errors or typos

Enough said! As said in the agreement which was agreed by both sides.....Kosovo is a province in Serbia! Zivela Srbija i Kosovo/Metohija. Sorry to my Albanian friends Thaci agreed to this. This just goes to prove the point that Kosovo has been granted a high level of autonomy but no independece.

No where in the agreement does it say that Kosovo is a province of Serbia and for Serbia to says so in the forum is actually a violation of the agreement. I think Serbia will be sitting at home or using up a lot of petro driving to conferences they will not be attending.

Oh ohh, we're all running scared because you put out some internal memo. Watch out guys, Serbia is snatching your people up, trying to rape you so you need to hide your constitution and hide your laws.

Funny days ahead of us. Physically, there is little that can be done to stop eventual representatives from reading out loud whatever they want to read. Just imagine the scene, 30 people from say 10 countries seating to talk about say, gay rights, every country's representative says something. When it is Serbia's turn, the Serbian minister or whatever starts reading the footnote loud. What are they going to do, put a sock in his/her mouth? Or cover their ears and sing "lalalalala"? The only thing is to tell Serbian government "no accession talks date for you", but right there and then, if Serbian representatives want to read footnotes or poetry, the bible or the quran, confucius or buddha, they will just do it. Kosovo representatives may go to the meeting with an extra name plate "Kosova" in their briefcase with no asterisks and their flag and put it on the table as a response, however. That would be something. Nobody should walk out. tables should be disposed in a square and the middle be used as a wrestling ring.

"At the same time, Serbia's representatives are under obligation to each time read a statement about Kosovo's attendance being in line with the agreement reached between Belgrade and Priština in Brussels, and note that Kosovo is an autonomous province that is a part of Serbia."

The last part is not included in the agreement and could violate it. The agreement says that there's NO PREJUDICE to the status, i.e. neither is Kosovo an independent country nor a province of Serbia (but a disputed territory/UN protectorate)
