Exactly, you got it. It is governed by UNSC Resolution 1244 and UNMIK calls elections, not Serbia.

Just look at the deficit for February 2012 and you will see where the US is heading – 230 billion alone. When it hits it will be with a huge bang, but they will sell it to people like you as another hick up in the road to recovery. Here is something more, the US is talking about jobs increasing and consumer confidence up – the only reason there is some activity is that the government has printed more money and is spending it because of the presidential elections. But why ask others to do something when you are not prepared to do it yourself. What the US can demand that Gaddafi’s people go before the international criminal court but it will not let a murderer be judged in the place where he killed all those people. LOL eh? Would’nt you say so? America the great.

Because the Afghan government signed the SOFA in 2003… You should ask the Aghans about that; not sure we can help you here with an answer. Of course, if another country were to deploy its soldiers in the US and sign a SOFA, US will also not have jurisdiction over the crimes that those soldier may commit in the US.
As for the ICC, it has complementary jurisdiction to domestic, not concurrent with primacy clause like, say, ICTY. But I’m sure the murderer would love to be handed over to the ICC where his life will be spared; not like the US military court which can give him the death penalty.
