Several innaccuracies in your post.
1. You can find that legal academics have argued every cause in the world, however it does not mean they are right. The distinction would be whether it was backed by a court of law.
2. It could be argued that every treaty agreement that was meant to end military action was signed under duress. They are usually signed because in order to stop the winning side from totally destroying the losing side.
3. Resolution 1244 explicitly says that any police and military personnel allowed to return to Kosovo is to perform 4 distinct functions none of which are police or military in nature.
4. The 1999 number you claim is not an accepted number. 999 is. 1999 is 1.999 thousand which is consider considered to be thousands. You are the only person I have ever known to try to manipulate this number.
5. Whether you want to use the up to 999 or even the 1999 number is irrelvant because the deciding factor is the "agreed number" this number could be 101 just as well as 999. However at this point in the game after 13 years it is doubtful that number would even be 1.

This is a modified comment to my original comment that I wrote, and they are only opinions, and they are written in order to contribute to the public debate.

The European Union said that there is systemic corruption in Serbia, and so we should not be surprised if Tadic and Company need to be extra careful to look like they are Patriotic during the Election Campaign, or they could easily lose the Election.

The European Union have said this concerning Tadic and Company who are their Puppets, and they have done this during the Election Campaign; and it would appear at first glance that this is not be of much help to the European Union’s Puppets to whom they have given European Union Candidate Status.

However, the European Union who are working along with America, know that if they say that Serbia cannot join the European Union, even if it gave up Kosovo, then the Election would become a Level Playing Field, and with America’s help, they can help their Puppets to win the next Election so that they can give away Kosovo to join the European Union.

The Tadic and Company types who have been in Government for the last 11 years are unlikely to Confess that there is any systemic corruption in Serbia, because they want to give away Kosovo to join the European Union.

America would logically want to help Tadic and Company, who are also America’s Puppets, because Tadic and Company want Serbia to join NATO.

It has been suggested that the European Union could encourage Belgrade and Pristina to negotiate Autonomy for North Kosovo, and this could only help Tadic and Company at the upcoming Elections.

It could be that even though the European Union is only lying to being unwilling to bring Countries with systemic corruption into the European Union; because they want to help Tadic and Company who are their Puppets win the next Election, regardless of their Many Lies to not have favourites.

It could be that America may renegotiate the Kumanovo Agreement that is Illegal under International Law, because Serbia was made to sign the Kumanovo Agreement under Duress.

This will help America’s Puppets in the upcoming Elections, and we all know that America wants Serbia to join NATO, and the Puppets would be willing to recognize Kosovo, but they need to win the next Election to do that, because the SPS has not as yet let go of the little Integrity they once had.

United Nations Security Council 1244 says that Serbia can send hundreds, but not thousands of military and police to Kosovo, and we know that 1,999 are hundreds, but they are not thousands, and if North Kosovo were to gain Autonomy, then Serbian military and police should be stationed in North Kosovo.

Belgrade cannot deal with systemic corruption, because that is where the systemic corruption has accumulated and become entrenched, and the only ones who can make a difference against systemic corruption are the Voters of Serbia at the next Election.

has this world gone crazy where a country is dictated to, by other governments. the world never learnt after world war 2 when england kicked the palastinians out of there own country and gave it to the israelies, and what did it create but the start of terrorisum and hatred of the west. the albanians that have inhabited kosovo are all alians,that left there own country and where allowed to enter the former yugoslavia by marshal tito. the muslim albanians have pillaged and ethnically cleansed the region of its relion and culture for many a year, but no one too any notice until the civil war in the 90's, so why should they be given any special treatment or be recognised as a country, or be allowed to break away from serbia. the serbian history that is in the region and that has been desicrated by the albanian is a dreadful travisty of justice, but a blind eye has been turned by the super powers. its a shame that the same super powers have not shown the same interest in the african countries where there have been millions murdered, but of coures there is nothing of value there of course. the albaians in kosovo should show themselves as part of serbia as they are not in the own country, and not be allowed to form or sucede from serbia. the EU should not be allowed to dictate as a pre requisit that serbia should recognise kosovo as a seperate entity. with all the economic crisis going on in serbia and and crotia how in the hell is kosovo going to make it on there own.
