Just why would the countries which have recognized Pristina (i.e. EULEX) exerice their authority under a status-neutral policy? That makes no logical sense.

Yes, that makes no sense what you write. EULEX isn't a country, it hasn't recognized Pristina, but EULEX is working under UN1244.

Mr. Degert, there would be no problems if EULEX exercised its authority in a status neutral manor as agreed.

It is funny that Serbs always translate status neutral as meaning promoting the beliefs of Serbia that Kosovo is a Serbian province. Status neutrality means you neither represent Kosovo as a Republic nor a Serbian province.
That is what Eulex does. Under Resolution 1244 Kosovo is to have its own laws, seperate from Serbia, it is also suppose to be its own customs region.
That is what Eulex does it enforces the status neutrality by doing just that. Functions to maintain that distinction that Serbia cannot just treat Kosovo as its province and do as it wishes is status neutrality. Eulex does not promote Republic status but it does maintain the distinction that Serbia has zero control over within the boundaries of Kosovo as per 1244 mandate.
Even your so called 6 point plan that you say was agreed to, says Kosovo will be its own separate customs unit. Even though the 6 point plan was never agreed to by anyone other than Serbs, in reality the only people who violate the contents in the 6 point plan are Serbs themselves.
