"So they [Germany] get Romania to keep you out (and possibly others) while getting you to swallow all the happy talk about you deserving to get in."

I would be very happy if Germany would trust Romania so much to involve us in such complex scenarios :)
As we see the situation in Bucharest (and after reading most of the reactions in Romanian media regarding this issue), I can tell you that situation is different. If Germany needs some "tools", they have plenty other countries in EU, and would not appeal to Romania. Berlin is still not so happy with Romania not recognizing Kosovo UDI.

What I think is that Romanian diplomacy has seen an opportunity to remind Serbia that we still wait for Serbs to give minimal rights to Vlachs/Romanians in Timoc valley, and to everybody in EU (especially Netherlands) that we have a voice, and we could play the same song Netherlands was playing when, alone, opposed Romania and Bulgaria acceptance in Schengen.

However, we really want to remain friends with Serbia, and therefore we would not put more obstacles in the Belgrade's path towards EU. Especially since the real problem for Serbia is Kosovo.

"Why wasn't a question about Romanian minorities raised before?"

It's not hard to figure this out. Germany doesn't want Serbia in the EU but they are getting a lot of flack from some countries who are rightfully questioning if the the EU is anything other than a German dominated manufacturing concern. They are now in the business of appointing heads of state (Italy and Greece) and stopping elections from taking place. They are beginning to get a lot of bad PR on their direct involvement and are switching to indirect. After all they don't want Serbia in the EU, but they do want to keep their boy Tadic in charge of Serbia. Tadic's frank admission last week that Serbia wasn't like to get in caused the Germans to immediately send and ambassador to Serbia with bags of sweet smelling fertilizer. So they get Romania to keep you out (and possibly others) while getting you to swallow all the happy talk about you deserving to get in. Smart strategy, really. And of course even if the vote goes your way next week you're still a long way from getting in. Germany can afford to give a little and still achieve their goals.

Maybe it was not the right moment for Romania to express its doubt about eastern Serbia,” the head of the EU Delegation to Serbia pointed out. REALLY,dear french Vincent Degert ???But when is "politically correct" the right moment???And ROMANIA when he became an EU candidate country in 1999 made a lot of sacrifices and compromises that meet standards integration, treatment of minorities(9,5% of total population)included...we entered in "the club" in 2007.We Romanians want just reciprocity, equal treatment to Romanian minority in Timoc as well in Vojvodina, for example, because Serbs minority in ROMANIA have schools and churches in mother tongue and the serbs names like Popescovici remain so , not will be Romanized in Popescu .But the same in Serbia unfortunately is not available!!! Enough with the double standard and "positive discrimination".ROMANIA is a model in EU for how WE treat minorities , Serbs including-Barroso ,President of the European Commission said again and again .We ROMANIANS have built and Holocaust Memorial in Bucharest!!!!!, for jews and gypsies!!!!WHERE IS DISCRIMINATION against jews and gypsies in ROMANIA????As well party of the Hungarian minority(5% official census 2011 from total population) named udmr it was and it's in various Romanian
governments from 1996 till now.
