I think the base problem in Albanian, and especially Kosovo Albanian, society is the ancient clan based system still being present, comparable to Afghanistan. This hinders any democratic progress, people are loyal to their clans (and the criminals amongst them), they don't care for police or state institutions. Corruption is a result from this, too. The big fishes in the government (who came/stayed there by manipulated elections) give state jobs only to their clan members. The second thing is that these clans are often mafia clans, comparable to south Italy, so the economy is black economy, no taxes for the state, and all those fields of 'business' where you can make a lot of money (like drug distribution, prositution, human trafficking) are flourishing.
You can never expect any progress to turn people into a democratic society with European values while those structures are present.
