Is it normal for Russia to give shelter to alleged criminals who are wanted by justice?

I am afraid it is going to be mostly political trial of Milosevic's relatives by his political rivals, so let Russia not extradict them.

There are a lot of people wanted by justice in Russia but having shelter in, say, Great Britain.

What a silly question. They all do this. What happened to all those Nazi Croatians after WW2? They ended up in Vatican and then in Argentina where they were sheltered.
The practice never went away. It's all about who backs who.
How many WW2 Nazis have found shelter in Australia? You would think that a democratic, law abiding country like Australia would have none of this, but hey they were all given shelter here.

"Konuzin told Belgrade-based weekly NIN in an interview that Marković had moved to Russia legally."

Of course she had moved there legally. The question is why Russia is not deporting her back to Serbia when there's an arrest warrent out against her (and her brave son)? Is it normal for Russia to give shelter to alleged criminals who are wanted by justice?

A friend indeed! How can any of you criticize Kosovo Albanians for trusting the west. Russia has done nothing for Serbia for Serbia's sake. Harboring a national fugitive, encouraging the North in their blockades against the wishes of the govt. Blocking action in UNSC in exchange for controlling interest of your energy sector at a price of pennies on the dollar.
