Amer, the information he is looking in Belgd are gathered by the Serbian institutions that are in north Kosova. These institutions are illegal under 1244 and the constitution of Kosova thus they need to be closed. If you have high institution as PACE collaborating and taking these information into his official report he just legitimizes them.

And lastly I don't think that by going in Blgd the regime there will be super honest to him and tale him: yes we do this and that; do you? And what would be the question he will ask in Blgd: from your information what is your assessment how if at all has changed the situation in Kosova in past 2 years?? Isn’t that already asking foreign country to express opinion about her neighbours’ internal affairs?? Why should I as govt of Kosova accept that??

I don't complain if someone needs to assess the general climate in the region to travel in different countries in the region but for official reports about the internal affairs all the information he needs are in Kosova including northern part.

The other comment here is not worth of answer.

"why should an independent country want to have someone that will write reports about her allow the reporter to meet and discuss with foreign countries about her internal affairs??? "

Why should an independent research team on human rights from an organization that has some reputation and credibility discuss anything with self-proclaimed politicians who came into power by faked elections or even meet with a 'famous' person like Thaci?

"if PACE or any other institution wants to know something about Kosova it is very welcomed to visit Kosova for as much as it wants and meet with Kosova's authorities and NO ONE ELSE.

And how is he going to write a report that will respond to, maybe rebut in advance, Serbia's attacks if he doesn't know what they're going to be? He met with the leaders in northern Kosovo when he was there - he'd be interested to discover how much, if any, support they have in Belgrade.

how about Kosova's authorities to these guys that want to report about Kosova, but go in Belgrade to discuss with the highest officials there about internal affairs of kosova refuses to meet them or even bans the entry in the country???

this practice needs to stop immediately or simply refuse to collaborate with them.
